Cherrypal, has developed a $ 99.00 laptop, the Cherrypal Africa, that is also a green computing machine. It has fewer parts than the typical laptop and also uses about 90 percent less energy.
It's a small mini laptop with a 7 inch screen, 400Mhz processor running Windows CE. It has enough power for web browsing, although you wouldn't want to run any apps that require much processing power.

From the name it's evident that this was built with developing countries in mind. Given the fact that there are over 15 million Americans can't afford computers and would have to depend on libraries or other public places for Internet access.
